This is my take on it, and I'm by no means an authority. A huge part of it is also due to the theatrical background of actors in the older days of Hollywood - due in part to the training and the tradition of English theatre... gradually over the decades, the theatre became less essential and less common in American acting, whereas in the U.K, Australia, and really a good chunk of the rest of the world, it is still well regarded and considered important to the background of an actor. This is why I think many foreign actors (not just native English speaking countries) are slightly more adept at imitating foreign accents. Aussies nail down American accents damn near perfectly, whereas it's a little more hit-or-miss with U.K. actors. This is a gross generalization and again, not an authoritative analysis... just the observations of a fan of both cinema and theatre. =)
