I'm not entirely sure honestly, but I kind of feel like this arc is a Speed Racer homage, it's a high speed racing story with very 60s looking clothing so it would make sense, also I really like the outfit designs. Little nods to Cardcaptor Sakura are all throughout this episode, like ones that are super obvious like the Kero mascots everywhere, but also I'm pretty sure the outfit Tomoyo made Sakura is a nod to some of the ones Tomoyo designs for Sakura in Cardcaptor. It's so much fun seeing this again.
