When Anakin said, ‘no one ever said that Jacar was dead’, he meant that Leta should not have known Jacar was dead; all Anakin and Ahsoka said was, ‘Jacar was involved in the bombing’. (The investigators know and we as the audience know, but an unrelated civilian shouldn’t - it’s probably my favourite investigative technique: leave out key information and see if the suspect fills in the blanks by themselves).

This seems too small scale for Sidious or Dooku. But this is a natural progression of people's minds and hearts when it comes to prolonged war. The longer they go on, the less confident people feel about their leaders' abilities. Same goes for The Jedi; self-professed keepers of the peace not doing a good job of restoring said peace in the eyes of the common person. In Palpatine's case though, the longer the war drags, the better off he is since it means he can keep his emergency powers as a dictator. Rome fell in a similar way, albeit Julius Caesar was not corrupt and drowning in his messiah complex at first. Initially he only wanted Dictator powers temporairly, but he kept retaining these powers until they were given to him for life, where upon Rome was less of a Republic and more of The Empire we all knew of. Course, The Senators did not count on his successor, Augustus, to be triple the politician that Julius was, nevermind that Augustus had no problems killing those he felt were in his way. What also made him almost untouchable was how much Roman citizens adored him, since he was catering to their wants and needs and not that of the nobility.
