You gotta see it from the honorable chancellor perspective. He's incharge of the war effort, having more troops on the front is basically every commanders wet dream. This can lead to a quicker end to the war, so what you're neck deep in debt you have all the guns, what the banks gonna do repo 1000s of your star destroyers?
