I've been looking for easier ways to do it, and how google handles single files is not something I can mess with afaik. A new thought I had is having one archive for single images like these, like I do with the comics, and just keep updating them when I make new stuff. That way it would just be the one download. So then, as an example, the Tier folder would be "Comics.zip" and "Images.zip" and maybe "Animations.zip"
