They're based off of ophanim angels :) the wheel/eye motif is quintessential to the ophanims!

Also, I know this is super late to ask, but what was the inspiration for the various red eyes on Rojos? I assume they're based on the more esoteric depictions of Angels, but they also remind me of Kishin Asura's eyes from Soul Eater.
