I'm dragging out showing Charlotte's costume just to surprise people with it. I considered sexy, I considered if there was something that made some kind of sense from a story point of view, I considered something cool... And decided on something bizarre. I think she'd really focus on the idea that she shouldn't be recognized.
Also this is Annie's villain, so I didn't want anyone else to be there at their first meeting, even if Charlotte will help her later.
