Mai's explanation actually makes a lot of sense to me even if a lot of it sounds like convenient plot magic. The value of having another person in your life seems like it would be enough in exchange for being intricately linked to that person. Even though Maki should receive Toji's level of compensation for her lack of cursed energy, she is partially already rewarded with Mai's existence, so her physical prowess was a shadow of what it should've been.
