In the manga, we spend a bit more time with Roy and his crew in Eastern Command under Lt General Grumman. Because of his purposefully crafted almost arrogant attitude and how fast he was working his way up the ranks and to even get the title of the youngest to Colonel, many don’t like him and wish for his failure since most believe he’s lazy and only succeeding due to taking advantage of his crew. We see a glimpse of this in the anime when he transfers to Central and you see all the people whispering about him as he walks to Bradley’s office or how they assume Hawkeye is Mustangs “nanny” and does all the work. General Hakuro was one in particular who couldn’t stand him or the preference Grumman gave him, especially because even though he ranked above Roy, he couldn’t really do anything outright since Grumman ranks above him. When Hakuro went to snitch, he had every intention on getting Grumman in trouble. Grumman counted on this because he knew of Hakuros resentment and envy towards them and purposely planted that trap.
