MHA has 25 episodes because they do a recap episode, ReZero has 25 episodes in season 1 because the first episode is a two-part episode. Typically if there are no recap episodes or jumbo episodes an anime season will end in either 12 or 24 episodes to fit in the three-month time-slot it has.
