Let's talk about another situation, that is, some people's animation speed is not the same as in my video. The attack animation speed in vanilla Skyrim is determined by two factors. It's the speed of the native HKX animation file and the weapon speed multiplier. However, in earlier versions of the MCO, the weapon speed multiplier was banned, meaning that the animation speed was only affected by the HKX animation file. Later updates to the MCO version added options to Modern Combat Overhaul and Distar Experience, with the former adding weapon multipliers and the latter ignoring weapon multipliers. This should be the reason for the inconsistency, and it is recommended that you check the latter. Otherwise, the speed of the animation itself and the multiplication of the weapon multiplier will be very confusing

I'm not sure about most people. But my Skyrim has a lot of enemy and they hit very hard. The ATK SPD from your animations is just right. Allowing me to hit and dodge immediately is really nice.
