They find a star system filled with advanced technology left over from the ring-builder civilization and call it Laconia. As you saw in season 4 when the rocinante arrived on illus, protomolecule is needed to turn on the ancient ring-builder tech. The breakaway Martians (let’s call them Laconians) need protomolecule to activate the tech in the Laconian system so they work with Marco to steal it from Fred in exchange for war ships and stealth tech. Hope that explains everything.

He was taking and consolidating control of the ring space. remember in the 3rd episode when Admiral Sauveterre was giving a lecture at the college, he said that the ring space is a tactical choke point and who ever controls it can exert power over all 1300 star systems.
