This is something that I saw on drawings while looking for references, so I assume that is from the front page of a novel. I believe that she is supposed to have black hair and green eyes so I added a preview with that in case you want to see it.
For the previews I'm using Smooth Passes at 2, the colorcorrect asset and PostMagic, which are included in the scene.
