It's a sort of teasing half-slwodance half-embrace, with soft whispers and lingering eye contact. It's better conveyed in game than in the .gif above. I imagine it would work well as a romantic lead-in for established couples, old and close friends, a comfortable and tender sort of romantic situation. Interesting to make!
