It's fun to draw Smoky being the butt of the joke, but truth is he thwarts Montezuma something like 70% of the time. Montezuma may be cunning, but special agent Smokescreen is very, very, very good at his job. He tries to be professional about his victories, but it's tempting to rub Monty's nose in it sometimes, just a little. 

A peek into Monty's thoughts: Gonna kill you I'm going to kill you I'm going to have my minions shoot you full of poison darts and beat you like a piñata you horrible fat GECKO-

Changelings secrete a thick, mucus-like slime that they use to trap and cocoon their prey. In addition to being horribly sticky (as with glue traps, small animals caught in cocoon slime may rip themselves to pieces thrashing to escape), the slime also has magic dampening properties. Chrysalis' anti-magic throne was crafted from special supplemented cocoon slime that'd been superheated and allowed to fully harden. Monty isn't escaping any time soon. Even if he does manage to slip away, it's going to take weeks of scrubbing and herbal soaks to rid himself of the slime and feel remotely clean again. Monty finds being cocooned to be absolutely disgusting, which is why Smoky has made it his favorite means of capture.

Smoky's primary objectives are to gather intelligence and subdue would-be threats to Equestria. He is commonly tasked with capturing criminals alive, but has clearance to kill if absolutely necessary. He has done many, many questionable things for the Crown. Anyone is capable of great and terrible things when they're doing (what they believe, or what they've been told), is for the greater good.

How often does Smoky take prisoners in vs being sent to assassinate people? Does Smoky do any morally questionable things as an agent of the Crown or is he more of an investigator?

I hear you when you say you’re not trying to be creepy, but the idea sounds kinda dubious and uncomfortable to me. Eager consent is important to me, having a character expressing arousal over wielding power over someone helpless is some pretty villainous territory. The only way I would depict your scenario would be if it were very clearly just a game between them, with Montezuma explicitly and continuously consenting and the power imbalance between them being only an illusion (eg. Smoky using weak restraints Monty could break at any point, them having a safeword, etc)

Now don't get me wrong, not trying to be creepy here, but could seeing Montezuma all caught and helpless by Smoky's doing be kind of kinky for Smoky? The thought of seeing that pretty but obnoxius rival of his squirming and whimpering before his eyes? Could be interesting.

It'd be interesting because Montezuma probably wouldn't yet understand WHY he freaks out. Smoky: *fires a glob of changeling goo at Monty's face, cutting him off mid-monologue* Monty: *effectively muzzled, tearing madly at the slime, can't get it off-* Monty: *starts hyperventilating* Monty: *crying, gulping, proceeds to have a full blown panic attack* Smoky: ???

Breathable liquid may seem like a concept limited to the realm of sci-fi, but there's actually research being done to potentially create oxygen-rich breathable liquid to assist divers, astronauts, and patients with pulmonary trauma. The more you know! :) So I figure the goo works like that. The other shell of the cocoon is made from rubbery, partially hardened slime, while the interior is filled with thin, watery fluid. This fluid is saturated with oxygen....and also sedatives, which induces fatigue and causes respiration and heart rate to slow down. A cocooned victim will only need to breathe every couple of minutes, filling their lungs with the fluid. It's pretty chill inside the cocoon, I can imagine some more adventurous ponies trying out cocooning the same way we use sensory deprivation tanks. However, being ejected from the cocoon can be traumatic, as the body is made to abruptly switch back to breathing air. The victim will reflexively expel the fluid from their lungs, which can lead to coughing fits, gagging, and vomiting. Rescued victims should be monitored so they do not suffer from subsequent issues, such as pneumonia or dry drowning.

Ooo you know what I thought of as soon as I saw this? The fact Smoky isn’t the only one who’s trapped Monty in an uncomfortable prison he has to escape...I know he’s fine this time but I feel like a situation like this is a recipe for a ptsd flashback :( hopefully dad is nearby to provide comfort/break him out if he really started to freak
