Ponies make lots of other sounds outside of talking. Whinnies, nickers, neighs, squeaks, snorts, and squeals are pretty common, and every sound has meaning. Some sounds, such as bellowing, braying, and snarling, are seen as brutish and low-class. Thus Bruce, low class brute that he is, makes these sounds a lot when pissed. I attempted to write his angry bellow phonetically, but how the shit do you phonetically spell a horse neighing. "HHRRRRNNEEEIIIGHRHRH" ?? And simply writing "Neigh" looks silly. So. Yeah. Just imagine your preferred *angry horse braying* sound effect alongside Bruce's "Piss off".
Bruce and Stormy are havin a doofy lil conversation there. Horsie sounds don't have a lot of depth, and lack the nuance of real language. They're saying something simple, like "Hello", "I am here", and "I'm glad to see you". Stormy didn't ever really make the sounds before he met Bruce, he simply picked up the trait subconsciously, mirroring his best friend. This makes Bruce's stupid horse brain very happy.
