Ponies make lots of other sounds outside of talking. Whinnies, nickers, neighs, squeaks, snorts, and squeals are pretty common, and every sound has meaning. Some sounds, such as bellowing, braying, and snarling, are seen as brutish and low-class. Thus Bruce, low class brute that he is, makes these sounds a lot when pissed. I attempted to write his angry bellow phonetically, but how the shit do you phonetically spell a horse neighing. "HHRRRRNNEEEIIIGHRHRH" ?? And simply writing "Neigh" looks silly. So. Yeah. Just imagine your preferred *angry horse braying* sound effect alongside Bruce's "Piss off".
Bruce and Stormy are havin a doofy lil conversation there. Horsie sounds don't have a lot of depth, and lack the nuance of real language. They're saying something simple, like "Hello", "I am here", and "I'm glad to see you". Stormy didn't ever really make the sounds before he met Bruce, he simply picked up the trait subconsciously, mirroring his best friend. This makes Bruce's stupid horse brain very happy.

(Pre sharknado but getting there) Either 1) Bruce is bring a grump grumpo snarly horse and in a heated shouting match with some asshole over something dumb, but then Stormy swoops down out of the sky with a happy greeting (maybe after being gone on a trip for a couple weeks) aaand stupid twitterpatted Bruce can’t stop the burst of joy in seeing his best friend return and promptly forgets knocking that fuckers teeth out to give a loud whinny of greeting and trotting over to indulge in a very rare affectionate horsey greeting with his bestie. No homo here just two bros lovingly nuzzling and quietly inhaling each other’s scents and tenderly making little noises of contentment at being reunited. Bruce totally didn’t miss his hippie horse terribly and isn’t fighting the urge to rub their sides together to mingle their scents. OR, 2) Same with Bruce and Stormy having their happy totally not gay reunion and Pandora happens to be floating by and of course can’t resist a little Bruce teasing and the over dramatic asshole just “OI PISS OFF YA GODDAMN COW ILL THROW DOWN RIGHT HERE!!”
