Stormy is rambling about something or another, but he's also subconsciously wanting to impress his crush. So he's unconsciously flaring his wingspan- for pegasi, this says "look how strong my wings are, look how shiny my plumage is, surely i will be a good mate for you". It's a bit like a guy unconsciously flexing when his crush touches his arm.....Bruce, not being a pegasus, is mostly confused.......especially when he points it out, and Stormy suddenly snaps his wings shut and flushes pink.
