I think he just means Masako Xs Fem Goku story in general, not necessarily Chichi being Futa.

I'd argue that lack of a Y chromosome means Gohan couldn't be male, except that we don't actually know what Chichi's genetics look like. Or Goku's, for that matter, considering that she's an alien. Gohan still ending up male is entirely possible.
