2025-12-31 19:25:13 +0000 UTCCorrect me if I'm wrong but it took a while after the Konaha Crush arc before Gaara became Kazekage. As we see in the 1st arc of Shippuden in a flash back with Gaara and Kankuro, Gaara decided to join the regular ranks after the Konaha Crush arc. Plus it was implied that since Naruto had no idea that Gaara had become the Kazekage that he must have become it after Naruto left the village with Jiraiya. I always figured that the village was run by their council until Gaara became their Kazekage.
