In Ned Flanders' case, he was supposed to be just a normal "good neighbor" who made Homer look bad by comparison. He was thoughtful, caring, and always ready to go to church. As time went on, they took the Christian trait about him and made it a more defining trait, so now most of his scenes involve him being crazy about Jesus. Randy from South Park is another great example. He had many traits that defined him, other than smoking weed, but since the "Medicinal Fried Chicken" episode, it seems Randy went on a slippery slope to being only about weed stories.
