this is just the scholars hut. I really do not think that a core library will do any good as a library is more about storing knowledge. My money is on a crafters table or spellcaster chamber.

Seems like a core would have worked well as the item of power to power the dungeon like what the bloodstone is currently doing, but I see what you mean, could it transform the dungeon further into a core level dungeon. Might be better to just drop it down the well of offering though I have no doubt that it would meet one of the Dungeons Motivations. And getting more cores as possible loot would be way OverPowered.

I think a Core Library would have some sort of shop/interface they can use to purchase books or knowledge kind of like how the sea of chaos works. He also mentioned that the Dungeon had a similar store/system once the dungeon reached a certain level. You are right though that it is a different system to how the other two core buildings have worked. But that's because the Cauldron and the Magic forge are building used to Manufacture items. A library has a different function entirely. Its a building made to house an protect knowledge, while I imagine research goes on there it would cool if you could sacrifice books and blueprints and things for Library points or something to purchase new knowledge. It would give them another way to learn new tech and spells and Schematic's.

Pretty sure it would'nt work on a semi-sentient being like the dungeon, at least not as anything more than loot XD

Imagine if the core was used on the Dungeon!!!

My hope would be that it gives bonuses to magic book creation (decreased write time). Also to allow for researching. Something to make level 4 portal to be possible. Also, it is looking like some magic books will be impossible to achieve with either spending a fortune or research. If the library makes researching magic possible, then Richter and city would be able to gain upper level spells. Sadly, as you said, it would probably require dismantling spell books to be able to recreate and level them.

Not sure how a core library would work differently from a regular library. For instance, i doubt they would just have access to lore/ books since that would run contrary to how the other core-buildings work (recipes, blueprint and enchantments have to be brought to the respective buildings or created there). I suppose it could give a boost to research rates, and maybe even learning speed/ skill-gain domain-wide?
