Rufus was born with the ability to influence the thoughts and decisions of other people. He couldn't outright mind-control someone, but he could... suggest things, and people would more often than not follow his instructions. He used his powers to manipulate and blackmail the people around him and grew into a sadistic, horrible monster... and that was before he sought out a werewolf and got bitten on purpose.
The curse twisted his power into the ability to control other feral werewolves, and amplify the instincts and emotions of weres to push them into a feral form. When he was brought to Wolvenground and cured, he saw werewolves trying to regain their humanity as pitiful and shameful. As a were, he believes that he's superior to normal humans (and other weres, and pretty much anyone) and runs his own separate pack with weres he's either taken control of or lied to to gain their trust.
At one point he captures and tortures Victor until he breaks and goes feral, then sets him on Lucas and Markus. After that fight, he takes a special interest in both of them...
