That's why her eyes keep glowing that goldish color occasionally, like with Vax's eyes when he's under the thrall, or Sovereign Uriel. That moment in this episode where she begins to break through where you thought she was getting cold feet was really her just breaking through the enchantment briefly, like breaking the surface of a lake she's been drowning in for years just for a short gasp of air. So she never turned on Percy, she was just controlled the whole time, and as soon as Sylas died, the spell was broken.
