I think imperial commandos that are trying to help moff gidion become a mandalorian himself since he has completed his mission for the emperor.

I love the answer isn’t obvious here! I could see any of the options given as being plausible culprits for freeing Moff Gideon. I’ll vote for Sabine Wren simply because I can’t wait for her inevitable reveal! However I think the most reasonable explanation is that Mandalorian’s are being framed by Gideon imperial supporters.

I'm leaning towards Dark Troopers. They've already been well established as being formidable and it would not be surprising if Gideon's faction had a lot more of them. Because of Luke slicing through the DTs like butter in the S2 finale, we know those ones were not made of lightsaber resistant material like beskar or even phrik like the Legends Dark Troopers, likely due to the low number of Jedi and lightsaber using enemies active in this period. Because of what happened last time with Luke, I could see them reinforcing these new ones with beskar alloy, maybe even creating a fourth generation of Dark Trooper. And we know Gideon's faction has access to a large quantity of the stuff so it makes sense to use it in weapons. This could make the DTs even more resilient but maybe not invulnerable, accounting for the beskar fragnent itself left in the wreckage of the shuttle. Maybe without the expertise of someone like the Armorer working the beskar, it's not perfectly integrated into the DT's armor plating and will break if the Trooper takes enough damage. I'm skeptical about the frame job theory simply because I'm not sure if it would be worth the effort of framing the Mandalorians, seeing as the New Republic doesn't have a large presence in that area of space, which is the whole reason Gideon was able to operate with such impunity prior to his capture, and we've seen the New Republic are unwilling to send resources there as well. I'm hesitant to say Thrawn because we're not even certain if he and Gideon are actually working together or if they are commanding their own separate remnants of the Empire with their own seperate goals. I think it would be interesting if that were the case so there would be two threats to deal with, similar to how Maul was a looming threat in Season 3 of Rebels, which reintroduced Thrawn into Canon. However I will say it is entirely possible that some Imperial loyal Mandalorians such as Clan Saxon, or maybe even remnants of Clan Saxon, are also the perpetrators as they also would have a connection with Thrawn, as he did work with them during S4 of Rebels, though rather briefly and he didn't seem too impressed by them. But there is a connection and it would also make for an interesting confrontation for Din and his Mandalorians. I wish we had seen Gideon escaping, surprised he hasn't shown up yet but this has been setting up great intrigue and I can't wait to learn more.

I have a feeling that it is perhaps alluding to a new faction of Mandalorians or just the reminents of the imperial supported clans. It would be very interesting to see how our lovable band of Mandos reacts to such a threat. We could see the Armorer task Bo-Katan in delivering the final blow to the last reminents of the Mandalore that her and Satines versions of Mandalore indirectly caused. The symbolism would be crazy.

I think it's possible it's some Mandalorians who support Gideon. There is a chance that there are some Mandalorians out there who are unaware he's lost the Darksaber, and as such support him in whatever his endeavors may be. But that does beg the question of how they may react when they find out the Darksaber is no longer in his possession. Perhaps the same Mandos who broke out Gideon find out Din has the Darksaber, and as such switch to supporting him for the Mandalorian throne, leading to some sort of power clash between them and the the Nevarro covert, who now support Bo.

I'm thinking that it could be Bo's old followers with the stolen fleet. She said they were acting as mercenaries and it seems like the cruel ironic twist for Bo to have her old supporters be turning to Gideon when she failed to kill him and claim the darksaber

I'm thinking it's some Mandalorians that actually believe Gideon is the rightful ruler of the Mandalorians, like how a good amount followed Maul when he took power.

I think it was some element of Gideon's Imperial forces rescuing him and leaving the beskar behind as a red herring to make the Republic think Mandalorians did it. I thought it might be from Dark Troopers rescuing him, but honestly what did those Republic troops have with them that could have broken a piece of beskar off of anything?

I think it’s going to be imperial supporting Mandolorians like Gar Saxons group. It’s the only thing that makes sense.
