important notes on polls

did some talking with my colleague D. we are going to make a couple changes here. from now on, all patrons can see the polls but only those on the 2nd level or above can vote on what gets finished. this in theory should serve as an incentive for anybody on a lower tier who may want to upgrade. if they can't see the work then i can understand if they feel obligated to not show any interest.

2nd change will be an extra reward to the second tier. a full year subscription on that tier is $36. so what we have decided is that they may get a free colour commission during that period.
