Tobio in the flashback saw that the only way to beat the opponent was with fast attacks - aka fast tosses and spikes. The issue was that his teammates were unable to hit such fast attacks (which is understandable)...to which Tobio reacted by basically yelling at them to just do it. So in summary Tobio was on paper providing the "perfect" toss, but it wasnt perfect if you count into it the abilities of his teammates.
