Personally I think Floch's character is pretty good,he wanted to be a hero so joined the Scouts but he realized that he isn't special and found himself a religion and a saviour and he is doing what he thinks is neccesary to save his people.He gets carried away,as all zealots do,but he does that for the grater good .
