The White Dragon's Scales are Kiritaka's private militia that showed up to help him and Anastasia this episode. They're stationed around Pristella, which is why Otto mentioned them as his benefactor. Felix's forbidden method is essentially anesthetics, which is why Subaru could run around normally in episode 4 and this one.
