This AU actually takes place in modern times. As Izuku mentions in the original comic, even humans exist in this world. Though they very rarely interact with Mer and are viewed as a threat by most, more than anything else.

Most land creatures in general are viewed as either threats or food. Due to their scarce interactions, there are no documented cases of interspecies between Mer and humans. But this isn’t to say they don’t exist or that some species don’t use land animals to their advantage. Some specific types of Mer, such as sirens, are known for interacting with humans. But this is only because they do not view them as a threat.

Deku and Katuski however, have pretty much never interacted with them. The closest being when Deku and his mom were forced to relocate when they were younger, due to humans encroaching on their home/habitat. As more regular Mer, like Izuku, normally live very close to the surface near and in coral reefs, pollution, overfishing, habitat loss, the introduction of invasive species etc etc have forced many Mer species to migrate and move lower and lower into areas of the ocean

Since regular Mer have almost no evolutionary way to protect themselves against predators that they normally would never encounter, their numbers have drastically decreased, making most regular Mer species almost extinct. This includes the Twig Catfish Mer (as they are not normally found in the ocean), one of Izuku’s halves. Not only that, but Izuku is a mixed species, making him one of the rarest creatures in the ocean
