Much like how Adoption Services sometimes take kids from troubling homes and force them to stay in adoption centers. And this is supposed to be like a dog pound. Could also mean there is alot more hellhounds being breed then there are households. Not that it doesn't make it messed up. Hellhounds are their own people.

We got Stolitz pretty much acting like a married couple, Via and Loona sister bonding, and a flashback to Blitzø adopting Loona! Great reaction, BTW! I love that you pause to pay attention to the little details!
