There are so many other aspects when it comes to living in human world that he would miss terribly. If Avialae is not a place he feels free in then wings or no wings he will regret it. I would definitely leave this birdhole behind if i was raised in human world like him. Who cares about council and this kingdom? I need my family and friends and art and pizza!

Avialae is not some happy paradise with all the possibilites out in the open. He was socialisied as a human and belongs where he wants to belong. He just needs to accept all the parts of himself but that doesn't mean he's not allowed to choose. He has family there and wanted to attend collage. If Silas can choose to leave human world behind and still be human then Gannet can just not care about Avialae. Simple as that!
