Not exactly. Lucifer cut off his wings in order to signify him leaving his old life behind, which he then further enforced by what he did to them later on. You can see with Amenadiel that's it's totally possible for an angel to hide their wings and disguise themselves as a human.

Damn. I hate it when the realities of a fantastical situation make all the fantasy of it suck. Well, I'm currently watching a show called Lucifer, and the main character, Lucifer, who is the devil, who is really a fallen angel, had a similar predicament when he decided to live among humans; what to do about his wings. His solution? He sliced them off. Much as I hate the idea of Gannet doing that, maybe he and his mom could look into the idea of performing just such an amputation? Because if not, the options left in his life are not that great. :-(
