More details on Cena/Cody plans

Fightful had noted for the last number of weeks that John Cena vs. Cody Rhodes was the plan for WrestleMania 2025, but it picked up more traction today. We have some more details behind the situation.
Fightful Select was told as far back as mid-November that Cody Rhodes and Cena was the plan, after it was indicated that the Rock's schedule was unclear for Mania. As has been widely reported, The Rock isn't currently factored into WrestleMania plans, but everyone knows that they are "at the mercy of his schedule" as has been noted a number of times.
Before Cody Rhodes returned and won the 2023 Royal Rumble, there were some close to him who were actually hoping the match would take place at WrestleMania 2023. However, between the time Cody got hurt and returned.
There are WrestleMania plans for a solid portion of the WWE roster, as well as some alternate options.

WrestleMania 41 is going to be interesting because it's a lot less predictable than what WM39 and 40 were going to be. It's also a bit tricky. We thought we were probably getting The Rock versus Cody, Roman vs The Rock, or all 3 of them in a Triple Threat. Now the plan apparently is for Cody versus John Cena. It felt like Gunther as World Heavyweight Champion versus Cena would have been a fun story. But Cody versus Cena has potential. Does that mean we are getting Roman vs CM Punk? I have a hard time imaging Roman doesn't headline one of the two nights of WrestleMania. Will it be for a World Title or not? Gunther/Seth? Randy/KO? Who does Drew get?
