Okay, here goes a long story, and I apologize in advance. Seems that students at BYU in Utah have to abide by the laws of the LDS. One of those laws is no premarital sex. Otherwise students can be expelled. So, the rumor goes that some of the students there get around the law with a loophole. A man penetrates a woman, but as long as he doesn't move, it's not considered sex. Hence, his penis is marinating/floating/soaking. It's kinda like the diet soda of sex.
