I guess they don't have to be, but the connotation of a tomboy is that the more boylike they are the better, while still remaining feminine. More like a twink than a butch or a dyke. But I do like 'tomboy' being a wide spectrum of different sorts of girls, like sporty girls, and girl-next-doors, and I'm not opposed to a 'tomboy' being pretty, wearing makeup, and stuff like that. If I draw enough tomboys, some of them will be bigger breasted.
