I think the reason Zuko doesn't kill Ozai is obvious. And it's not because "It's the Avatar's destiny" or at least not entirely. It's the same reason he can talk the big talk about killing Azula and Zhao but never actually do it. Closest he gets is letting Azula fall. And you could tell that was eating him up inside. Zuko is just too merciful. He doesn't like to admit it, because even Iroh is more pragmatic, but it's true. And killing the guy you've looked up to your whole life-- your dad-- isn't something you just walk up and do. It's just not in his nature even if part of him really wants the guy dead (you can tell when he spends the finale basically begging other people to do it). And we see later in the comics (yes, I know, they aren't all that great) that Ozai still has some sway over him. And his treatment towards Azula gives the impression that deep deep down he wishes his family could've just been happy together. Part of him still hopes that even if he knows it'll never happen.

If you think back to the northern air temple, the mechanist has a candle based time system. Considering that if he has the only “track” of time shown in the series I’d buy him being the one to figure out clocks as well as minutes and seconds

Minutes seconds and hours are actually related to astronomy, one minute is the amount of time it takes the moon to move it’s diameter across the sky.
