Guys, don’t feel bad about being lost in the first half of this episode. I was the same way, and it took about 3 watches for me to really understand all that political talk/plans. It will make sense eventually (especially if you do a rewatch, which would be amazing). Either way you’ll want to rewatch it on your own time if not the channel.

Commander Pixis described this season best "we may as well be a tottering child learning to walk" throw everything you think you knew out the window, this what's happening right now! So we see Lady Azumabito who we first seen in Marley. She had the red wine spilled on her and she covered for our young Eldian. She is representing her country Hizuru, and learns that Mikasa is in fact a child of one of their long lost descendants of their nation's leader. Making her a potential heir to Hizuru. A child was lost here amongst the aftermath of the Great Titan War. Back in season 3 when we were learning of King Fritz and we learned the Kings closest alias were the Ackermann Clan and a "clan to the east", the Azumabito were the clan to the east! So yes Shamonda, Lady Azumabito did know of the Iceburst stone! Also that ODM gear Zeke presented to Lady Azumabito was the one he stole is season 2 episode 1 where he asked Scout Officer Miche what it was but Miche was too in shock that a Titan could talk to respond. Hizuru is now a country that never quite recovered after the Great Titan War like many other countries, leaving them susceptible to being taken over by Marley. Marley being the most powerful nation in the world has rallied the rest of the world against Paradise and Hizuru wants to be able to stand strong in the future and rebuild using Paradise's Iceburst stone, but also is not willing to defend Paradise publicly as people would turn on them and likely destroy them. No one trusts Eren in present day because everything he is currently doing is contradicting everything he said he didn't want to do two years ago. Eren wasn't sending letters back and forth, he sent them a letter telling them he was about to tear up Marley and that this is what they needed to do! We hear them mention in this episode they were planning on infiltrating Marley and setting up a base. We can assume that was successful and that is where he had Falco deliver the letter. When watching this for the first time, I had the same thoughts, what if all these Titans he has collected have altered his mind in some way. He has everyone so scared that even Connie is ready to kill him (partly he is still grieving Sasha and blames Eren for her death). The Rumbling (Unleashing the Titans in the wall) is what they are planning to threaten everyone with. Eren originally did not want to go that route, as that would officially become their only defense and it would abandon all hope of peace. On top of that, someone of royal blood will always need to be near the founding Titan and with Zeke & Historia being the only ones of Royalty left, it forces Historia to have to repopulate her bloodline which is what Eren did not want her to have to do. In the quick glimpse we see of Historia we see she is not happy but she is willing to do whatever it takes to keep her people safe has the amazing Queen she is!
