I think the explanation for why Jupiter turning into a star doesn't destroy or even really affect Earth is that Jupiter is much, much smaller than any natural star--stars are composed of the same material as Jupiter (mostly hydrogen), but there is so much more of that material that the gravity creates a fusion reaction. The monoliths spread out over the surface of Jupiter and create a stable fusion reaction that the planet doesn't have the mass to create naturally (because the monoliths' makers were so advanced, they had figured out FUSION POWER!), and the resulting star is almost exactly the same mass as Jupiter (so no gravity effects) and weak enough that not only is Earth not really affected, but its habitable zone includes Europa, which is REALLY close to Jupiter. I do not have the physics knowledge to tell you whether this is what would happen if all the hydrogen in Jupiter was converted to a stable ongoing fusion reaction, but it sounds kind of plausible, which is one of Arthur C. Clarke's great strengths as a sci fi writer.
