Maybe, Vad is the reincarnation but Vee is San's One true love, that's why it lights up for both. Because it was not necessary for Vad's reincarnation to be of same nature as her old self. Just like Third is a better version of his old self in this time. So maybe goddess is giving a hint that Vee is the right choice as well. I think it will be a happy ending because San suffered enough for love...well, I hope!
