bodhisatva has different meanings depending on the time and context in which its used. In more modern language its one on the way to enlightenment, in classic zen stories it is one who became a buddha but returned to the wheel of being to awaken others to their buddha nature. In the later case, it was said such figures had to retain some sort of rascality or human flaws to keep from being entirely awakened, else they would disappear from existance, or be unable to relate to beings that still experience suffering and desire. Im prone toward the latter definition as it pertains to Netero's character, who is far from a perfect enlightened being, but strikes me as one who experienced enlightenment but returned to human society and took on the hunter association to awaken other nen users, aka enlighten others. But in doing so we saw many signs that he lacks much sympathy for the weak minded and weak willed and clearly has atleast a tinge of dark side in him. his human flaws would also include his "goku aspect" or thirst for challenge and combat which shaped this entire plan to begin with. in any case, Netero himself is a metaphorical embodiment of a zen buddhist bodhisatva. His hatsu takes on the Hindu Guanyin aspect mentioned by brandon, tho actually the appearance is quite similar to Shiva who is meant to have 1000 arms, as opposed to 100.

According to wikipedia, lady Guanyin is a godess of mercy or compassion in Buddhism. I only took a quick glance at the page, but it might be worth looking over later on in relation to Netero's character since it looks as though there's some parallels.
