I think recruiting more will honestly be pretty easy. They've re-sealed Maria, which will be extremely motivating for people, and raise the reputation of the scouts to new heights. The next mission I'd guess is to wipe out the titans within Maria. Clearing out Maria is something people can see as achievable, since the titans in there are finite, and the payoff will increase the quality of life for everyone. The main group might do something else though while new scouts clear Maria, the new information will probably decide their new goal.
