The 20 points thing is more of a benchmark/checkpoint. It helps the team's morale knowing that they've reached it first, and can see the light at the end of the tunnel.

If kageyama is in the back line, this means he has 3 ppl in the front to toss to (guys in the back can only spike if they jump before the “Attack” line like Nekoma did). In the same way, kageyama can’t tip it over the net(dump) like kenma if he’s in the backline for the rotation as it would he considered an illegal spike. If kage is in the front line, he only has 2 spikers to toss to, but he can dump.
