Nope! Charge Upfront just means that for new-comers that want to join, will need to pay their chosen Tier fee before being able to access posts like these where they can download such content.
You will NOT be charged additionally. It is still just Once - A - Month charge!
I will still upload monthly illustration files to Gumroad and provide full links to download all content more neatly every month in the Patreon DM I send out monthly in summary! This is so you don't need to dig through all posts on Patreon itself to download all content for your tiers if you so choose!
