I do not know if this is the right ratio; but when people would ask for scrooge for a little bit of money. He would give them the money "gracefully" but with every nickel ($.05) they ask of him he will want a quarter ($.25) back for every cent he "gave them". It was the insanely high interest rates that they were happy to never pay again.
