Yes, that is Dylan himself playing the harmonica. I admire you trying to analyze this song on one listen. I don't know how many times I've heard this and I couldn't tell you what it means. I love the wordplay, but the only story I can pull out of it is in the last verse (you didn't get to it) where he ingeniously compresses an entire life (starting at "get born" and ending with "20 years of schooling and they put you on the day shift") into a few lines.
