Maybe this helps: For me, the Joker/Harley events also did not trigger. Using regedit to edit the savegame (caution -- you should know what to do!) I was able to proceed, though, by setting the jokerChem registry key to value 2. This triggered Joker chem heist return scene, and finally the Harley infiltration scene, and I just lost the chem heist itself this way.

2017-09-08 04:01:25 +0000 UTCI have a bug report from SU 2.1 - I just can't do the harley's diamond heist, the heist don't appear in the heist tab, so i can't get any progress with harley, please fix this for the next patch.
