Wacky John’s Park ‘O Fun was sounding as loud as always as I walked in. We’d arranged the meeting for two days after Tattletale had contacted me via the email. I’d spent my time profitably, doing research on Coil and his forces. Mostly trained mercenaries, no sign of any other parahumans and of course Coil’s powers were mostly unknown. And why they are so important. This is for my setting, to explain a few things.

First of all, remember the PRT threat rating is just that. A threat rating. Primarily, "if you run into this guy in a dark alley, how do you stop him and what can he do to you."

And this means, that if you look at PRT threat ratings, the Tinker who can make a battery design 5% more effective is... A Tinker zero. Someone PHO ignores. Someone the gangs ignore, because they're not in the business of set...
