Pitched combat between lizards and custodians is uncommon, occuring when custodians' instructions are particularly strict or the lizards are particularly stubborn.
The goal isn't to destroy the custodian, only threaten it enough that it retreats.
Not the biggest city in the heartland, but one of the most influential: the Capital is where the Federal Family formed and where it stil resides. The Federal Compound-- an enormous, multi-tiered tower-- sits at its center.

West "unaligned" is Family settlers, pirates, and small, independant communities. Sparsely populated, and, thanks to the pirates, light federal presense.

Unwilling member of the heartland Federation, they pay nominal taxes in exchange for being left alone. They barely try hide their efforts to support sepratists and sow political discontent, but their ancient walls, massive guns, and battery of shield generators make them too much of a PITA to confront directly.

The map to my older worldbuilding project, Outsider's Sky.
You'll notice lots of stuff that carries over to The Shell. I lifted names from this older map, and both worlds have anthromoprhic lizards, ancient ruins, airships, etc etc. They're definitely different projects though, just an earlier take on similar ideas.
