Samira top is buffed this patch, not so bad, her stats gets buffed over and over. Idk what to rank it but you can for sure try it if u want.
Kennen buff is nice but AP tops overall arent strong atm and he is one of the best ones anyways before buff.

Lucian potentially very good some games in top, better mid tho but has some good matchups top, its very hard to play tho cus need dicipline or u just int, similar to jayce in a way.

Xin zhao for sure alot weaker with this change, he already got hit with the item changes.
Kha Zed Noct best AD jglers this patch imo.
Shyvana doing better with all these jungle changes and nerf, try her with stridebreaker.
Jarvan still strong but a bit worse now that he is less tanky with the item changes.

Ashe support unironically got buffed xD its not the best but its a strong lane bully atleast, With comet scorch absolute focus W ad poke support item you can just keep poking and win almost every early lane atleast.
Locket nerf hurts melee supports the most ofc but some champs like locket senna , locket karma is nerfed a bit. you should still build this item tho in games where the AoE shield is better than other options.
Seraphine changes is the biggest support change this patch...
Aphelios is already not very good for soloQ imo since his greatest strength is synergized early laning 2v2, similar to kalista which is why he sees play in pro play, where as in soloq people dont even play around his weapons properly. This change affects him in early 2v2 fights to the death like aph + thresh vs cait lux, or in soloq fist fights vs draven naut for example.

Ryze changes is more of a nerf in pro play than soloq, this can make ryze carry more later, but still weaker early. For low elo soloq especially this is a buff, but in high elo and pro play its a nerf imo.
Lucian buffs is very good for solo lane , not just botlane, AD growth is great, his lane was already fine in mid, now he scales better. Up a tier.
Ahri changes makes her matchups vs like syndra type of champs a bit harder cus she needs to spam spells.

Ahri changes doesnt do much except for Syndra matchup where u spam W alot and the mana cost can start to matter a bit, but the charm mana change dont matter. W dmg is relatively the same, still better champ than before she was reworked, and i dont think riot will nerf her again cus of their logic with patching champions, so id continue playing her if u like her.
Seraphine changes is still okay for mid, but its better for botlane seraphine, nothing tooo crazy, but she is a bit underrate...
