New: Light Animations

3D Lights now support the "Torch", "Pulse", and "Chroma" animations

note: in 3D Canvas the Chroma animation will interpolate between the 2 colors you have set in the 3D Tab of the light configuration, instead of creating the "Rainbow Effect" that core foundry does.

Keep in mind that the parameters i have access to on 3D Lights are limited, so the rest of the lights...

Some final tweaks:

- Fixed some smaller bugs

Client settings rework:

- Resolution option removed, 3D Canvas will now mirror the core "Disable Pixel Resolution Scaling" option
- Added antialiasing settings, chose between None, FXAA, MSAA
- Removed the "Disable Shadows" option, instead, added a "Disabled" option to the Shadow Resolution dropdown
- Removed the Fog update throttle option.

- Mouse move raycasing events are no longer called multiple times per frame

- Geometry is automatically optimized on load (At this time this is not optional, i'll wait to see if there is any significant visual difference before deciding if it needs to be optional or not)
